CHANGES TO THE BASE & STRETCH ENERGY CODES EFFECTIVE 1/1/2023
Base Code: The 2021 IECC Energy Conservation Code begins 1/1/2023.
Stretch Energy Code is now 225 CMR Chapter 22.
- Minimum HERS Rating for low rise residential construction = 52.
- Mechanical air HRV OR ERV is now required. Exhaust only option is over.
- Future wiring for electric vehicle charging, minimum one space per new home and 20% on multi families.

The Building Department provides public safety through enforcement of the
Massachusetts State Building Code and the Specialized Codes: Plumbing, Gas, Electric, Mechanical, Sheet Metal, Fire Prevention and Architectural Accessibility Codes.
The Department further protects public safety and enhances property values through the enforcement of The Town of Ipswich Bylaws and Protective Zoning Bylaws. Issuing permits, performing inspections, enforcing the codes and bylaws help to make are buildings safer, more durable and energy efficient.
All permit applications are submitted using our Online Permitting system.

All projects should start with zoning.
Any questions concerning zoning regulations, such as land use, change of use,
structure locations and set backs should be directed to the Building Commissioner.
Projects requiring a Special Permit or Variance will be directed to the Zoning Office or the Planning Office.
